  7.     TEMPORARY INSANITY. The annual economic summit of the seven
  8. industrialized nations is being held in the U.S. next month,
  9. and George Bush arranged for it to take place in his adopted
  10. hometown of Houston. Local officials, working with the Secret
  11. Service, are now taking steps to protect world leaders from
  12. crazies in the Lone Star state. Harris County Commissioners
  13. have allocated $16,400 to purchase stun guns, leg restraints
  14. and belly chains. The funds will also support the Secret Service
  15. request for round-the-clock processing of mental-commitment
  16. warrants in order to lock up threatmakers in psychiatric
  17. hospitals.
